Yes, you should to take that seriously. Could be a number of reasons why those files are missing. They got corrupted, they got replaced by malware using the same file names, failing hard drive etc. It has to go in your DVD drive. And if you have two DVD drives, try putting the disk in other one. If you're going to reinstall, back up your personal files first on external media or they'll be lost forever. And you might want to use PC Restore instead.
That will reset the hard drive to exactly the way Dell shipped it in only a few min with all the hardware drivers etc. You still need to back up personal files first and install SP3 and all other Microsoft updates and fixes after running PC Restore.
